Affordable Housing Bond Community Engagement

Community Engagement

The San Antonio Affordable Housing Bond public information campaign is a citywide effort to inform, engage, and involve residents in shaping the future of affordable housing investment. Building on the progress and lessons from the 2022–2027 Bond, this initiative helps prepare the community for the upcoming 2028–2032 Affordable Housing Bond by sharing information, gathering feedback, and encouraging meaningful participation from people across San Antonio.

The Affordable Housing Bond allows the City of San Antonio to use $150 million for housing. San Antonio voters approved the 2022 - 2027 Bond Program on May 7, 2022. The funds will create and improve affordable housing in five funding categories. Approved funding will help develop safe, quality, and affordable housing near jobs, transit, schools and services.

Borderless Studio will design and implement a citywide community engagement process to learn about community priorities for affordable housing and to share information about the Affordable Housing Bond.

During 2026, engagement will occur in all ten council districts, seeking multigenerational audiences through a variety of formats and providing opportunities for City Staff participation.

The process will culminate with a report synthesizing community input to inform the next phase of the affordable housing bond process.

APPROACH

The approach positioned engagement as a two-way exchange, pairing accessible information about housing investments with residents’ experiences and aspirations. By connecting program goals with neighborhood needs, the process identified opportunities to strengthen housing access, guide future investments, and improve transparency and communication.

PROCESS

Ten in-person events in libraries and community centers, plus one virtual session, brought engagement to residents. NHSD-staffed stations framed a flexible journey, allowing participants to explore preferred housing topics, share priorities and takeaways, and access resources—including the Strategic Housing Implementation Plan—through interactive maps and one-on-one conversations.
