International Southmost Choice Neighborhood Plan

In 2021, Brownsville was one of 8 communities nationwide awarded a Planning Grant for the International / Southmost Neighborhood by the U.S. Department of Housing and Urban Development. The City of Brownsville in partnership with the Housing Authority of the City of Brownsville, Borderless and Collabo Planning worked with local residents to create a forward-looking Choice Neighborhood Plan focused on People, Housing and Community.

Strategically located in proximity to downtown Brownsville and other major community assets, the International / Southmost neighborhood was chosen due to its many opportunities for redevelopment. The planning area (~900 acres) includes two target housing sites (Victoria Gardens and Citrus Gardens Annex) that will be transformed into mixed-income developments. 

​During this two-year planning process, the planning team is developing in collaboration with residents, community leaders and stakeholders a neighborhood plan that focuses on three themes of revitalization: Resilient, Connected and Thriving Community.
